5. Dr. Scott, the Government Bacteriologist, gave valuable evidence as to the work of examining specimens and
as to the incidence of Venereal Disease observed by him during his work at the mortuary. His subsequent report appears in paragraph 4. lle drew attention to an inaccurate statement on page 2 of the report of the Commission as regards the charge made for the examination of specimens. In the report it is stated that for specimens not sent in by a hospital a charge of X20 is made, and that this charge precludes the use of the Government laboratory to those practising mong the poorer British and Chinese community. The rule is that if a medical practitioner certifies that the patient cannot afford to pay no charge is made for the
exenination.
6. Before proceeding further we desire to draw special attention to the letter from Dr. G. Montague Harsta attached to this report. This letter deals with a very important aspect of the question of combating Venereal Disease, and we were somewhat surprised to find that the only reference to it in the Report of the Commission is at the foot of page 10 "warnings as to the urgent need of imme liate treatment after exposure to infection" but it is
